Time to repeal redevelopment

Article Abstract:

California Legislature had conceived redevelopment to eradicate urban blight when the urban renewal was at its peak. However, it was used to develop revenue-generating hotels, stores and shopping centers on prime retail sites rather than to redevelop dilapidated buildings in blighted slums. Developers took subsidies because subsidies were there for the taking, not because they needed them.
