An alternative approach to measuring the effects of insurance market reforms

Article Abstract:

Comprehensive small group insurance reforms have been found to have little effect on lowering uninsurance rates. Reforms structured by state laws have made insurers wary and have not considerably decreased the number of uninsured people. For these reforms to work, small group and individual insurance markets should be encourage to maintain coverage for the insured and expand coverage by making insurance accessible to the uninsured.
