Hospital community benefits other than charity care; implications for tax exemption and public policy

Article Abstract:

Nonprofit hospitals receive tax exempt status as charitable institutions because they presumably benefit the community welfare, in ways other than medical services to the poor. Since Medicare and Medicaid now provide many health services, some states and other government entities want an assessment of community needs and statistical proof of hospital expenditures for community service. Further research is needed to set standards and policies to determine whether hospitals qualify for tax exemption.

Linkage strategies of rural hospitals - independent hospital, local health system, and/or externally linked facility

Article Abstract:

A study of cooperative linkages between rural hospitals and other healthcare institutions divides the linkages into three groups: independent; local; and external linkage strategies. A survey of rural hospitals in Pennsylvania revealed that about 20% compromised their independence somewhat by external management contracts. Almost 50% participate in alliances, consortia or joint purchasing agreements.
