Living with capitation: experts look at challenges of setting a prepaid rate

Article Abstract:

Setting a prepaid rate for patient care is very difficult. For example, Medicare's adjusted average per capita cost (AAPCC) is based on the average amount that Medicare spends on a patient who is not enrolled in another plan. However, the AAPCC is criticized for several reasons, including claims that it rewards plans that attract healthy patients and penalizes those that treat the very ill. Several other systems for setting prepaid rates are proposed, including a method used at Johns Hopkins Hospital that sets rates based on prior use of services.

Medical waste transport issues aired

Article Abstract:

The Department of Transportation is considering regulatory action on the transportation of infectious waste. The American Hospital Association opposes further regulation, citing the increased cost, but feels that any new rules should reflect only known health risks. The National Solid Waste Management Association, however, supports stricter regulation because health threats to workers expose waste removal companies to financial risk.

Caring for the poor - and more; public hospitals prepare for a changed delivery system

Article Abstract:

Public hospitals are preparing their delivery systems to care for the poor under a reformed health care system. Public hospitals are concerned that a new system of medical care may not give them the proper support to take care of all the poor in the US. America's 1,600 public hospitals would thrive under a competitive system of coordinated network care-givers.
