Medicaid managed care and the marketplace

Article Abstract:

The growth spurt of Medicaid managed care revolutionized the whole health care industry. Oklahoma, Rhode Island, Tennessee and Hawaii initiated large-scale Medicaid managed care programs between 1994 and 1995 which utilized the services and expertise of managed care organizations (MCOs) and health care providers. Health maintenance organizations (HMOs) were wary of the low capitation rates and the low membership rates, at the onset of the program. However, the programs initiated by the 4 states were successful in terms of participation and market response.

Catching breast cancer early

Article Abstract:

The California Department of Health Services has introduced the Breast Cancer Early Detection Program in 1995 to catch breast cancer cases early in poor women through free screenings and diagnostic services. The challenge of the program is to convince these women to utilize these services because of the secrecy concerning this area of their bodies that many of these women feel. The program had several starts and stops when legislation inaugurating this program was passed in Nov 1993.

Why rationing was right for Oregon

Article Abstract:

The Oregon Health Decisions, a citizens' group that helped define Oregon's Health Plan in 1994, sought input from citizens to determine what services they valued most in health care. The health group had been appointed by the governor. The goal was to cut state Medicaid costs, yet increase value to the public. In addition, the state wished to expand health care services to the uninsured.
