Article Abstract:

Blue Cross is the dominant insurance company in Pittsburgh, PA. It was selected in response to labor union demands for health benefits. In 1995, Blue Cross has 63% of the health insurance market in the area, a decrease from 70% in 1980. It wants to retain its major market share and is developing a physician network.
