Reform of the Medicare AAPCC: learning from previous proposals

Article Abstract:

The blended rate increases in the proposed reform of the average adjusted per capita cost in health care contribution in Medicare have several deficiencies. One is in the lack of risk adjustment for beneficiaries opting for fee-for-service plans or health maintenance organizations. Another is its implication of raising plan payment levels in the rural areas, which will not shift enrollment in Medicare to private plans.

The failed conversion of CareFirst BlueCross BlueShield to for-profit status: part 1, the whole story

Article Abstract:

The details of CareFirst's failed attempt to convert to for-profit status and be acquired by the for-profit company, Wellpoint Health Networks, Inc. are discussed. The case study is used as an example to translate these details into lesson for other states and all types of nonprofit health care organizations.

Government as reinsurer: potential impacts on public and private spending

Article Abstract:

The government on taking over the responsibility of paying reinsurance has the chance of incurring losses. The study shows that lower the threshold, higher is the overall expenditure.
