Who gains and who loses with community rating for small business?

Article Abstract:

Health insurance reforms are usually aimed at lowering, or placing a ceiling, on health care costs and making medical insurance costs affordable to high-risk groups. Certain states, such as New York and Vermont, have implemented a community rating system that will equalize health insurance costs for all groups. However, analysts believe that this may adversely affect low-risk groups as they will have to pay the same premiums as the high-risk groups, which is usually higher.

A model relating lifetime costs and compensation programs for personal and work-related injuries is discussed. Additional information on the simulation methods used to analyze how the compensation systems work is also offered.
