A deficient solution

Article Abstract:

Victorian mental handicap hospitals continue to have a negative impact on social consciousness and contemporary services. The level of care offered by Victorian institutions was low, and hostility towards mentally handicapped people predominated from the mid-19th century to the mid-20th century. The history of government social policy towards mentally disabled people, including the feeble-minded and female 'moral imbeciles', is also discussed.
