Afraid of beneficiary cuts: group working to derail balanced-budget amendments

Article Abstract:

Legislation for a Constitutional amendment requiring a balanced budget has been introduced in both houses of Congress, but several groups who fear forced cuts of federal health programs are launching a drive to stop the amendment. Families USA, a champion of poor senior citizens, predicts Medicare cuts of $679 per beneficiary and fears that such cuts may cause physicians to refuse treatment to the elderly. The AFL-CIO, the Chamber of Commerce and the American Assoc of Retired Persons are among organizations leading grass roots opposition to the amendment.

Clinton won't tap Medicare for tax cuts

Article Abstract:

No drastic cuts to the Medicare program are in store, according to Pres Clinton's 1996 federal budget. Health care organizations, including the American Medical Assn, are pleased with the new budget because the health care industry had hoped for Medicare reform to occur only as part of a health system reform package. However, Congressional Republicans will be looking for ways to balance their proposed tax cuts and budget legislation, and Medicare may be a prime source of savings for those purposes.

Clinton budget includes single doctor update

Article Abstract:

The 1997 budget proposed by the Clinton administration would cut Medicare spending by $124 bil over seven years and mandated immediate adoption of a single conversion factor for physician services. The 2,000-plus page document does not include projections for funding beyond 1997 and is vague regarding provider pay curbs used to meet spending reductions. The budget proposal incorporates several GOP provisions.
