Are you guilty until proven innocent? Tougher rules on fraud enforcement put providers on the defensive

Article Abstract:

Healthcare providers are seriously enforcing ethics programs to ensure that their physicians and staffs avoid fraudulent activity. Healthcare observers say the effort is amounting to a crusade amid regulatory pressures, and they fear that employees who are innocently confused about reimbursement and anti-kickback rules will be unfairly targeted. The Fallon Clinic in Worcester, MA, is among the institutions that are focusing on fraud prevention.

A raid on a Columbia/HCA Healthcare Corp. facility in El Paso, TX, caused speculation that the 340-hospital chain was a possible target for a wide Medicare fraud probe. Three days after the March 19, 1997, investigation announcement, Columbia's stock price fell almost 10% to $38.25/share.
