Boost for insurance reform

Article Abstract:

The American Academy of Actuaries (AAA) has concluded that health insurance reforms would produce minimal increases in individual heath care insurance premiums. The AAA report, which estimates premium increases at 2% to 5% in many states, is expected to increase the chances that Congress will pass the Kassebaum/Kennedy bill. The legislation would require insurers to sell policies to most individuals requesting coverage, including people in high-risk categories.

States are concerned that the proposed block-grant approach could leave them inadequately prepared to cope with Medicaid costs. Shifting demographics is forcing the issue as the American population ages.
