Budget raises community program funds, cuts education

Article Abstract:

Pres Bill Clinton had submitted his proposed 1996 budget for the Health Resources and Services Administration. The budget would increase spending $52 mil to $3.1 bil for 1996, but would reduce spending beginning in 1997. Spending cuts would be achieved by consolidating the agency's 50 programs into nine, thereby reducing federal bureaucracy and eliminating the amount of duplicated paperwork filed by healthcare providers seeking grants. The consolidation would result in 90 full-time employees being laid off in 1996, resulting in savings of $6 mil.

Tobacco industry gave millions to political parties

Article Abstract:

The Public Citizen Health Research Group and Advocacy Institute says that the tobacco industry has contributed over $2 million to Republican and Democratic election campaigns in 1992. The Republicans have received $1.34 million of this amount; the Democrats, $731,000. Politicians have not only accepted these contributions, they have also appointed tobacco executives to top campaign positions. The Bush administration is conspicuous for its support of the tobacco lobby, repeatedly striking down legislation designed to curb tobacco use.
