Crisis in L.A.: county scrambles to cope with loss of primary care for the poor

Article Abstract:

The Los Angeles County, CA, health system has a $650 million deficit and needs $150 million to prevent the 13% decrease in public health financing that was voted on by the county board of supervisors in Aug 1995. On Oct 1, 1995, there will be a decrease in the number of public health facilities open as well as a decrease in public health programs. Each year that the county has had budget programs there has usually been an influx of funds from a source that has prevented health facility closures.

Los Angeles County faces massive public health cuts

Article Abstract:

Los Angeles County, CA, is facing a budgetary crisis involving a $1.2 billion deficit that threatens its public health programs. The county is seeking to reduce the $2.5 billion budget for the Dept. of Health Services by 25%, or approx $650 million. The diminished funding for public health care services portends a disaster for the county as hospitals are shutdown and various services discontinued. The problem is not limited to the county alone but actually applies to the entire nation.

HCFA waives Medicaid rules to rescue LA County

Article Abstract:

The Health Care Financing Administration has approved $364 mil in federal aid to assist the Los Angeles County public health system in California. The health system, the second-largest in the US, has been skirting bankruptcy since summer 1995. US Department of Health and Human Services waived Medicaid rules to allow Los Angeles County to establish a five-year Section 1115 Medicaid Demonstration Project. The project will shift the county's emphasis toward primary and outpatient care.
