Dr. Elders: new candor in surgeon general

Article Abstract:

Dr. Joycelyn Elders, the new US surgeon general, knows what it is like to suffer from inadequate medical care: she grew up poor in Arkansas. As such, she will bring a wealth of experience to a post that has become, in the words of one physician, a matter of 'conscience.' Initially Elders balked at accepting a lower-level administrative post but relented when assured by President-elect Clinton that she would play a unique role. As surgeon general Elders will concentrate on teen pregnancy and universal access to preventive health care.

Tough smoking ban passes in California Assembly

Article Abstract:

A strict smoking ban has passed the California Assembly and will be considered by the state Senate. The bill would ban smoking in all indoor spaces except for hotel rooms and private homes. Violators would be fined sums ranging from $50 to $500. However, another less stringent bill has been introduced that is weaker than many local ordinances. Both bills would supercede any local anti-smoking legislation, and anti-smoking groups fear that the second provision will be adopted and weaken stricter laws in their areas.

Article Abstract:

Incoming US Surgeon General Joycelyn Elders plans to make teenage pregnancy a centerpiece of public health policy. Elders calls teenage mothers the 'newest slave class' and is quick to back up this assertion with statistics. She fumes about the hypocrisy of a system that allows Medicaid to pay for prenatal care, but not for abortions and family planning. Elders says she will also focus on universal access to preventive health care.
