Dwindling dollars dictate 'horrendous' decisions

Article Abstract:

The lack of sufficient funds for health programs is causing many legislators to allocate funds in an unsatisfactory manner. For example, California no longer has sufficient revenue from its Prop 99 tax on cigarettes to fund both antismoking education and children's health programs. Research and education will receive less funding, while the preventive health program is maintain funding. Reduced funding levels are causing similar situations for other community health services.

We all want assurances of quality. So what is it exactly?

Article Abstract:

Different definitions of quality are hampering health industry efforts to improve the care provided to patients. While physicians define quality based on outcomes, patients emphasize satisfaction. Purchasers, however, focus on cost. These differences, together with the concern that regulatory agencies are inadequate, will delay the establishment of an effective review process.
