Study dims hope small-group reform will expand coverage

Article Abstract:

A study of health insurance subsidies to small businesses in New York State shows that few of the firms accepted offers of state assistance. Only a compulsory program can succeed, according to the author of the report, Kenneth Thorpe, of the University of North Carolina. Offers of subsidies in other state have shown similar results. The insurance industry favors the sale of inexpensive 'bare-bones' policies as an alternative.

Washington state ponders government-based system

Article Abstract:

Rep. Dennis Braddock of the Washington State Legislature is promoting a ballot initiative that would mandate an employer-based health care system. The Washington State Medical Assn (WSMA) has responded with another plan, requiring residents to purchase health insurance but subsidizing health care for the poor. Gov Booth Gardner offered a plan that was turned down by WSMA because of cost control measures.
