Gagging guidelines?

Article Abstract:

Department of Health draft guidance on employee revelations of bad practice may deter nurses from speaking out. The guidelines maintain National Health Service staff are obliged to raise matters of concern with their line managers. However, disciplinary action may result from breach of patient and hospital confidentiality. The Royal College of Nursing has welcomed government intervention but fears the guidelines will not improve current practice. Nurses may also have difficulty reconciling the guidelines with the United Kingdom Central Council's code of conduct.
