Troublesome transition: Los Angeles struggles despite HMO experience

Article Abstract:

Federal officials stopped the mandatory enrollment of Medicaid beneficiaries in Los Angeles, CA's LA Care Health Plan just two weeks following plan's Apr 1997 launch. The Health Care Financing Administration charged that California had not sufficiently explained the plan to beneficiaries and that plan start-up delays had limited beneficiaries' choices. The plan is expected to be the US largest Medicaid HMO.
