Iowa: easier to create insurance category than enlist providers

Article Abstract:

Iowa has enlisted only one provider network since creating a special insurance status for such groups. Secure Care of Des Moines was licensed in 1994 but other groups are hesitant to apply under that status because state law requires them to have $1 million in reserves, which many physician-members feels is too high an amount. Rules in George and Kentucky about reserves are more lax.
