Article Abstract:

The US Congress has passed almost unanimously HR 3103, a bipartisan health care reform bill. President Clinton has promised to sign the bill, which came from a proposal offered by Sen. Nancy Kassebaum and Sen. Edward Kennedy. The bill will limit preexisting condition exclusions, require insurers to sell to all groups and cover all employees, and allow states to guarantee group to individual portability. The bill had been delayed over compromises on provisions that will establish a four-year test of medical savings accounts and will guarantee mental health coverage.

Partisan split on MSAs could derail health insurance bill

Article Abstract:

Debate over medical savings accounts (MSA) could jeopardize the future of proposed health insurance reforms. House Republicans are generally in favor of the MSA provision, which would allow tax-free contributions of up to $2,000 per person and $4,000 per family. Democrats are concerned that MSAs will destroy the insurance pool and establish a tax shelter for the rich.
