Medicaid spending of $75 billion devouring more of state budgets

Article Abstract:

States spent 14% of their budgets on Medicaid funding in FY 1992, an amount that, combined with federal contributions, reached $75 billion. States will find that funding will be difficult to achieve because of the recession and new limits on provider taxes. Health provider taxes generated $3 billion in 1991 and were expected to generate $4 billion in 1993. However, in 1991 Congress passed a bill limiting provider taxes to 25% of a state's Medicaid expenditures. Consequently, some states will have to lower their health expenditures for FY 1993.

GAO questions cost, use of state waivers for Medicaid

Article Abstract:

A General Accounting Office report is critical of the Clinton administration's policy of granting waivers to allow states to administer expanded Medicaid programs. The report asserts that three states' Medicaid expansion programs could require increased federal funding, because attempts to finance those programs with savings resulting from managed-care plans will not work.

Poor's health services lost in state's budget battles

Article Abstract:

State budgets for health services for the poor were slashed in 1992, according to a survey by the National Association of State Budget Officers. Medicaid growth and the slow economy were blamed for state budget deficits. In 1991, Medicaid accounted for 14% of state spending. For 1993, 15 states plan to cut Medicaid spending.
