Democrats' bill offers Medicare managed care safeguards

Article Abstract:

Democrats in the House of Representatives propose a bill called Medicare Beneficiary Protection Amendments of 1995 to enforce quality standards for managed care. The bill includes the American Medical Assn's standards for utilization review and physicians' contractual agreements. Also, HMOs must provide emergency care, and consultation with out-of-network physicians would be covered. Other provisions of the proposed bill are described.

30 years of Medicare; old debates resurface as program faces overhaul

Article Abstract:

Congress is debating how to overhaul the Medicare system on the eve of the health care system's 30th anniversary. Financial problems facing Medicare are forcing a search for alternatives to reduce costs while maintaining services. Medicare has gone from costing $2.6 billion in 1967 to $162 billion in 1995. Republicans and Democrats are sharply divided over proposals for managing the health program and its costs.
