National health policy: lessons from a hot seat

Article Abstract:

The nursing professor who served as the national AIDS policy coordinator from Aug 1993 to Jul 1994 describes her experiences as the first AIDS czar. The controversial nature of AIDS policy and the lack of clearly defined goals made the position a difficult one. Her objectives were to promote dialogue, agency performance and AIDS awareness. The lessons she learned included the need for clear structure, competent staff backup and agreement on a timeline for results. She believes these lessons are important for anyone assuming a new, politicized position.

Target practice

Article Abstract:

The UK government is seeking to raise standards in the public sector by encouraging service organisations to apply for a charter mark which indicates a specified level of service has been attained. A public service gold award has been applied for by up to 300 health service departments, with the government deciding in December 1998 which department should receive the award. Inspectors are sent to health service departments to assess the level of service by talking to patients and monitoring performance.

Using the vision of healthy people to build healthier communities

Article Abstract:

Nurses play a key role in the maintenance of public health. This is crucial because an individual's health can only be fully established in a healthy community. The 1995 report "Healthy People 2000" set guidelines for healthier communities. Regarding the increase in life expectancy in the US in this century, twenty-five of the 30 years added have come from public health improvements rather than therapeutic advances. Clean water, waste disposal, nutrition and better housing are some of the advances.
