Small-market insurance bill raises risk, insolvency issues

Article Abstract:

Rep Harris Fawell (R-IL) will introduce legislation to enable small companies to join together to self insure as large corporations did under the 1974 Employee Retirement Income and Security Act. This legislation enables companies to escape state insurance regulations and offer cost saving benefits to their employees. These operations are called multiple employer welfare arrangements.
