States asking voters to decide range of issues

Article Abstract:

Voters will decide a number of issues of interest to physicians in the Nov 1992 elections. Tobacco taxes in Massachusetts and Arkansas would levy 25 cents per pack to fund the states' health care budgets. In Arizona, an anti-abortion measure would ban public funding of abortions except to save the mother's life and in cases of reported rape or incest. A Washington State physician-assisted death bill would legalize such suicide when requested by a competent adult. In California, voters will decide on Proposition 166, a health care reform bill.

ERISA seen hampering states' efforts on health reform

Article Abstract:

State plans for health reform have been stymied because of Employee Retirement Income Security Act provisions. So far, only Hawaii has received an exemption to operate universal health insurance. A General Accounting Office study reports that not only ERISA, but also Medicare and Medicaid rules interfere with state implementation of health reform. Oregon and Massachusetts, for instance, must wait until 1995 to put into effect their health insurance laws.

Reform battle turns to ERISA, but changes under debate

Article Abstract:

The Employee Retirement Income Security Act (ERISA) protects self-insured employers, and prevents states from passing effective health care reform. An organization called the Reforming States Group hopes to redefine ERISA to call for standards for self-insured employers. At the AMA's 1995 State Health Legislation Meeting, speakers addressed opposing points of view on modification of ERISA.
