Clinton hopes to kill anti-fraud provisions AMA backed

Article Abstract:

Bill Clinton plans to repeal three anti-fraud provisions attached to the health insurance bill passed by Congress in Aug. 1996 to produce $470 mil in savings to offset tax cuts and finance social initiatives. The measures, which were supported by the American Medical Association (AMA), address anti-kickback exceptions for managed care plans and the standard of intent required to prove fraud in civil cases. The AMA is organizing a campaign to block the repeal of the measures.

The Clinton administration is considering scrapping a managed care health reform approach in favor of a single-payer system or Medicare substitute. The First Lady's healthcare reform task force maintains that there is more public support for the single payer concept than for managed care. The Medicare substitute would be available to all but the aged and disabled. The task force is also mulling a single licensing standard for healthcare personnel.
