Portland's RAP system

Article Abstract:

The Portland, OR Development Commission (PDC) has developed a computer program called Rehabilitation Automation Program (RAP) to help housing specialists evaluate property and assist owners in the rehabilitation loan process. The documents RAP can generate from a single inspection checklist include inspection reports, rehabilitation work specifications, and cost estimates. The steps PDC needed to take prior to implementation of RAP included: connecting a teletype to a credit bureau; verifying mortgages and income by telephone; and using title companies to make tract searches. PDC has used RAP for processing rehabilitation loans, loan and general accounting, and word processing.

Awoman studying obstetrics and gynecology describes the stigma of learning how to perform abortions. Abortion is the only medical procedure which a resident can refuse to learn, and half of them do refuse. Although abortion has been legal for 20 years, many medical staff treat it as an offensive procedure that should not be discussed.
