Donald Watkins, a lawyer, banker, and businessman, born in Parsons, Kansas in 1948 is worth $1.5 billion, one of only two African-American billionaires in the United States. At the end of the 1990s he had become involved in the treatment and banking industries, and in 1996, three years before leaving his post as Birmingham's special counsel, he invested $10 million in alcohol-based fuel additives.
