Are quotas making a comeback?

Article Abstract:

The proposed Civil Rights Act of 1990 seeks to reverse Supreme Court decisions on employment and could be harmful to the employment practices of businesses. The detrimental aspects of the Act include the expansion of opportunities for financial gain for plaintiffs in discrimination lawsuits; shifting the burden of proof from the plaintiff to employers; and providing compensation to plaintiffs for pain and suffering as well as punitive damages. Employers should lobby their congressional representatives for the defeat of this act.
