Best value - developing local partnerships

Article Abstract:

Hilary Armstrong, the United Kingdom's Minister for Local Government and Housing, announced a pilot program in which a best value policy will guide the provision of local services. The government chose 37 councils to demonstrate this program and these will enjoy general exemptions from compulsory competitive tendering. Another 16 will have selective exemptions to help them implement their best value proposals. Most of those councils who were not chosen stated they will continue with the best value strategy, although they will have to do so with the compulsory competitive tendering laws.

Historic single-status deal in local government

Article Abstract:

A national framework has been established for the 1.5 million manual and white collar workers of the British local government through the land mark agreement signed in Jul 1997. The agreement establishes a single status for manual workers and the white collar employees. The four part agreement, negotiated over three years, covers such issues as a constitution for the National Joint Council, subjects which require a national standard, topics open to local negotiations and provides guidance on a variety of issues.

New deal at Rover

Article Abstract:

Workers at the 200 million pounds sterling Rover car plant at Cowley have benefitted from the ergonomics consultancy used to improve work practices and health and safety records. Employees are encouraged in self-development and devolved authority has been introduced. Production workers were allowed to have a say in designing work areas. Absence from work has declined since the new plant opened.
