Shaping the bargaining agenda. The Audit Commission and public service reform in British local government

Article Abstract:

Content analysis of Audit Commission (AC) inspection reports and longitudinal case studies were conducted to study the role of the AC in local government collective bargaining in the UK. The AC is acting to promote activities in support of union bargaining agendas but is limiting itself through promoting service externalization. The AC is also not promoting engagement with unions.

Participative management, with regard to total quality management and human resource management, is examined, finding role-overload at middle management level significant. Details on employee participation, management competence, and perceptions of participation, among others, are discussed.
