Article Abstract:

The Omnibus Budget Reconciliation Act of 1987 (OBRA '87) aims to upgrade the quality of nursing home services and enhance nursing home residents' welfare. The law's premise lies in the government's role in providing protection to its elderly population and resulted from the need to alter nursing home standards to focus on its residents instead of its processes. OBRA '87 had undergone a long and complicated series of developments before it was eventually passed by Congress. An analysis of Connecticut's long-term care industry reveals that the state complies with OBRA '87's public policy objectives.
