Why are wage concessions so prevalent?

Article Abstract:

Hourly earnings for the first nine months of 1985 increased at an annual rate of less than 2 percent for nonfarm industry workers, and total private compensation levels for the same period increased at an annual rate of about 4 percent. These increases are low when compared to the 9 and 10 percent annual increases experienced in 1980 and 1981. Reasons for the relatively slow growth of wages are examined. Some of the reasons are: the soft labor market, price disinflation, and union-influenced wage concessions (agreements to freeze wages for first year employees). Various forms of wage concessions are identified and discussed, including lump-sum payment plans, two-tier salary levels, gainsharing, and restriction of escalator clauses in union contracts.

Salary ranges are often administered through salary grades. Over the years this method has proven affective at insuring cost control by establishing maximum and minimum levels for a designated job. The method also provides external competitiveness by providing a base of comparison with similar jobs outside of one's own firm, and for internal equity by allowing grouping of jobs with ranges. Advanced grade ranges are administered somewhat differently.
