Got that old need-that-capital blues

Article Abstract:

Blue Cross and Blue Shield plans can enhance its capital position without having to undergo costly initial public offerings or switching to for-profit status which only connote tedious legal impediments. Non-profit entities can be benefited by selling parts of any of their subsidiaries or they can also issue surplus notes. A merger which entails consolidating capital and administrative functions is another alternative and can be effective from a pricing and service perspective.
