Article Abstract:

The Securities and Exchange Commission has come up with a proposal to dissolve many of the rules which make it difficult for plan administration and which disable insiders to participate in qualified plans. Broad-based qualified plans and employee stock purchase plans are not easily manipulated and insiders do not speculate on them. The new rules propose that insiders could enroll, change or stop making contributions without any special restrictions. They could take distributions without any restrictions either.
