Article Abstract:

State insurance commissioners must decide on both the time and the type of action to take against financially troubled insurance companies. The types of actions that regulators can take include rehabilitation and formal or informal supervision of insurers. Regulators have been criticized for acting too quickly, as well as too slowly, in responding to problems. Consumers can protect themselves by becoming familiar with the indicators of financial problems in such areas as pricing, claims handling and underwriting.

Two-tier regulation: fueling the fire

Article Abstract:

Representative John Dingell's proposal for a two-tier regulation system for the insurance industry probably will not pass during the 1992 session of Congress. The bill has created controversy surrounding the right of the federal government to supplement the states' solvency regulations. Proponents of the bill claim that it provides insurers with flexibility, but opponents claim that the legislation is unnecessary, is expensive and does not solve the basic problems in the industry.

Rep. Dingell introduces solvency regulation bill

Article Abstract:

Representative John D. Dingell has proposed the Federal Insurance Solvency Act of 1992, designed to create a two-tier regulation system. The legislation would establish the Federal Insurance Solvency Commission, which would require insurers to meet certain standards before they could receive a solvency certificate. Reinsurers, insurance agents and insurance brokers would also have to meet certain standards.
