A reply to Bennell

Article Abstract:

A study on the rates of return to education in sub-Saharan Africa is evaluated. The study was praised for its thorough analysis of returns to education in various sub-Saharan African countries. However, it is argued that the study should have estimated returns to education for only one particular country since educational policies vary between nations. The study's criticism of investments in primary education is also considered invalid.

Article Abstract:

The response to an evaluation of a study on export processing zones (EPZ) in the Dominican Republic is presented. The inaccurate description of the process used by local companies to shift to EPZ status was acknowledged. However, the claim that the Dominican Republic's growth in the 1980s declined because of the EPZ was reiterated. The suggestion that wage rates could not be determined based on the US dollar was also refuted.

Article Abstract:

A study on the development of public policies for women in Afghanistan is evaluated. It is shown that Afghan women's rights have constantly been neglected by a male-dominated society and the policies of regimes headed by the People's Democratic Party of Afghanistan. Gender conditionality is proposed as a solution to this problem which involves the empowerment of women by considering their needs in social policy development.
