Escaping the enlargement trap in NATO-Russian relations

Article Abstract:

History is likely to judge 1999 a landmark year for NATO, but the Alliance needs to reflect on its strategic profile. Its main external challenge is Russia, which strongly denounced its Kosovo war. The west needs to build a more cooperative and constructive political and security relationship with Russia.
