NATO: towards a new synthesis

Article Abstract:

The North Atlantic Treaty Organization (NATO) needs to adopt a more conceptual approach to deal with the challenges posed by changing security environments. NATO's key policy issues of enlargement, European defence and structural arrangements, and ties with Russia represent a piecemeal rather than a coordinated strategy of dealing with change. NATO needs to realize the link between these diverse concerns and integrate the whole into an internal adaptation process. Primacy should be accorded to internal reforms to achieve a coherence in the face of radical changes in security concerns.

Article Abstract:

A woman named Elizabeth receives an e-mail message that is also sent out to 400 other Elizabeths. An e-mail conversation between various Elizabeths ensues about the name Elizabeth. It quickly turns out that many of the participants in the e-mail conversation are not really named Elizabeth, and the conversation stops.
