Article Abstract:

The North Atlantic Treaty Organization (NATO) has been challenged to make several strategic moves to attain its longstanding vision of a peaceful political order in Europe. Some of NATO's moves, including the May 1997 NATO-Russian 'Founding Act' and NATO's Partnership for Peace, point to the fact that NATO is both an instrument of collective defense as well as a vehicle for collective-security activities on an 'ad hoc' and selective basis in the Euro-Atlantic region.
