Unconventional nuclear, biological, and chemical weapons delivery methods: whither the "smuggled bomb."

Article Abstract:

A foolproof system to defend against terrorist nuclear, biological, and chemical (NBC) bomb attacks on the continental United States (CONUS) is difficult to devise. The probability of a successful terrorist NBC attack on CONUS is greater during peace time than in times of crisis. However, effective cooperation among intelligence agencies and preemptive strikes against terrorist organizations are likely to reduce the threat of a NBC attack. Legal measures for the effective monitoring of immigration, political asylum, and their enforcement are also necessary to minimize the risk.

Joint statement on reduction of nuclear weapons arsenals: declining utility, continuing risks, December 4, 1996

Article Abstract:

A joint statement urging the development of a policy for cooperative phased reductions of nuclear weapons to reduce the inherent dangers involved with nuclear weapons is presented. Risks of accidents and unauthorized launches, seizures and use by terrorists, and the spread of nuclear weapons, will increase if nations that have nuclear arsenals fail to align and implement their nuclear arms reduction programs.

Statement on nuclear weapons by international generals and admirals, December 5, 1996

Article Abstract:

A statement for nuclear abolition which was made by an international group of generals and admirals is presented. Nuclear disarmament treaties failed to achieve true nuclear disarmament by requiring only the destruction of delivery systems and letting the Soviet and US keep their warheads such that a reversible nuclear potential remains. The statement includes specific measures for nuclear disarmament.
