Development of federal government regulation to encourage the use of retail electronic payments, including smart cards and electronic banking, are discussed. Topics include adoption of rules for cyberpayments to enable competition with other forms of payment, data protection, and the use of rules to encourage consumer acceptance.

Regulating human gene therapy: legislative overreaction to human subject protection failures

The author argues against further congressional regulation of human gene therapy, despite the well-publicized death of a man during experimental treatment.
