A dirty river runs through it (the failure of enforcement in the Clean Water Act)

Article Abstract:

Lax state enforcement of Clean Water Act standards shows that states are not capable of enforcing environmental standards strictly on their own. Federal laws do not in turn protect the environment or people's health because states do not enforce them uniformly. More power given to the states will result merely in less environmental protection, while increased federal enforcement will force the states to do their job. The requirements for pollution control of the Clean Water Act and their inadequate enforcement of the act by Georgia and Washington is reviewed.

New England and the challenge of interstate ozone pollution under the Clean Air Act of 1990

Article Abstract:

Ozone often worsens air quality in areas far downwind from its source since the substance can travel far in the atmosphere, and the 1990 Clean Air Act Amendments (CAA) penalize the downwind areas no matter where the ozone originated and despite their frequent lack of direct power to regulate upwind emissions. The US Congress should amend the 1990 CAA to address the issue of resource allocation as it affects interstate pollution or it should give the EPA the authority to make such decisions.
