A staggering load; L.A.'s system struggles with 13,000 arrests

Article Abstract:

Los Angeles' municipal court system is struggling to process the approximately 13,000 people arrested in the 1992 riots in that city. On May 5, emergency legislation eased the burden by extending the 48-hour deadline for arraignments to one week. Most of the cases are getting filed as burglaries, since California law only mentions looting in the case of natural disasters. Defenders may very well employ a psychological defense, since emotions run so high during a riot that it is difficult to form a criminal intent to burglarize.

Article Abstract:

Barry Tarlow is one of the nation's preeminent criminal defense lawyers. He has defended companies with defense-contract- and securities fraud problems, entertainment industry personalities and clients accused of drug-related crimes. A Tarlow case, US v Lopez, gave rise to a judicial condemnation of a Justice Department policy allowing prosecutors to overstep ethical bounds by negotiating with defendants without their attorneys' knowledge.

Article Abstract:

A suit by ITT Hartford Group Inc against Legal Expense Reduction Specialists of Phoenix, AZ for breach of contract, breach of fiduciary duty and negligence marks the first time a legal auditing firm has had to face litigation. There is growing disappointment with this industry which emerged a decade ago with the promise to contain legal costs which had grown too high due to inefficiency and fraud.
