APR flawed for fair-lending analysis

Article Abstract:

Compliance with fair-lending regulations should be assessed by statistical comparisons of the relative frequency and magnitude of overages across different population groups. This allows regulators to gain a reliable insight into the true choices that were open to various borrowers.

It is misleading to claim that there is no strong evidence on the health risks of smoking. Furthermore, there is growing scientific proof that exposure to environmental tobacco smoke presents health dangers.
