Are drivers' behavioral changes negating the efficacy of mandated safety regulations

Article Abstract:

The increasing federal mandates concerning safety regulations is exemplified by the requirement for new automobiles to have airbags by themid-1990s and the extension of this requirement to light trucks in the year 2000. The practicality of the safety appliance regulations is however questioned by researchers who contend that the benefits from the mandated safety appliances exceed the costs. Studies show that the relative collision loss experience for air-bag equipped vehicles increased. This is attributed to occurrence of driver behavioral changes or a change in vehicle ownership.

Are drivers of air-bag-equipped cars more aggressive? A test of the offsetting behavior hypothesis

Article Abstract:

The authors analyze data from Virginia State Police automobile accident reports to test the offsetting behavior hypothesis in relation to drivers of air bag equipped vehicles. Results indicate that drivers of cars with air bags drive more aggressively and thus offset the bags' safety advantage to other drivers.

Automobile air bags in the 1990s: market failure or market efficiency?

Article Abstract:

The authors examine the increased willingness of automobile consumers to pay for air bags during the 1990s. Their analysis indicates that the market for air bags worked efficiently.
