Policing lower levels of organised crime in England and Wales

Article Abstract:

Addressing organized crime at local levels within England and Wales is essential to efficient law enforcement. Although most policies are aimed at national and international crime rings, lower level organized crime has higher visibility and presents more immediate concerns to law enforcement officials. Lower level criminal activity includes gang violence and criminals who travel between target locales.

Selective incapacitation after the Criminal Justice Act 1991: a proportional response to protecting the public?

Article Abstract:

The UK Criminal Justice Act 1991 has met with limited success in extending the sentences of violent or sexual offenders. The Act allowed for such extensions through selective incapacitation. However, courts have imposed specific criteria on application of extensions, such as strict definitions of violent offenses and using proportionality to "match" sentences with the intensity of the crime.
