Can ethics guidelines succeed?

Article Abstract:

President Bill Clinton's new ethics guidelines placing former administration officials under a lifetime ban on lobbying for foreign governments may be a First Amendment violation. Even commercial speech can be restricted only by laws that promote important government interests. Moreover, the ethics scandals under Reagan and Bush were clear violations of existing laws, so stricter guidelines would not necessarily reduce the number of violations. Stepped-up enforcement efforts and establishing more career tracks in government service would be better reforms.

IRS issues long-term care guidelines

Article Abstract:

The IRS has issued Notice 97-31 to provide guidance in applying the long-term care expense and insurance provisions of the Health Insurance Portability and Accountability Act. The definition of "chronically ill individuals" and the consumer protection requirement for the drafting of long-term care insurance contracts are the focus of the Notice. The Notice also provides guidance on grandfathering insurance contracts in force before 1997 and requests information from practitioners on the adequacy of relief and additional disabilities to be covered.

Economics, law and business ethics: some reflections

Article Abstract:

An interdependence exists between economics, government regulation of business, and business ethics. They all focus on end results, but they cannot bring about social and individual harmony of interests without the others. Business ethics are necessary because regulations and the marketplace cannot prevent malpractice.
