Child advocates take on GOP: they say block grants will limit foster care lawsuits

Article Abstract:

Opponents of the House Republicans' Child Protection Block Grant Program say the measure would weaken protection for children because states do not pay enough attention to childrens' needs. Part of the Personal Responsibility Act, the program would assemble 23 programs into a single block grant to states with few requirements imposed. The funds may decline by $2.7 billion over the coming five years, say critics, who have sued states to make them adhere to the existing, often expensive, federal guidelines.

Court to hear priest-abuse megacase; repressed memories, time bars among many issues in 28 Rhode Island suits

Article Abstract:

The RI Supreme Court this winter will decide four certified questions in a case comprising 28 lawsuits that arose out of alleged abuse of children by Catholic priests. Defendants other than the priests moved to dismiss, raising questions regarding: whether, for non-perpetrator defendants, the statute of limitations is controlled by tort rules or the discovery law; when the cause of action accrues; whether inability to recall the abuse is a disability; and whether the discovery rule applies retroactively.

'False' memory, big award; juries are penalizing therapists who evoke 'repressed' memories of abuse

Article Abstract:

A backlash has started against therapists who evoked memories of childhood sexual abuse in their patients, sometimes leading these patients to sue their families for the alleged victimization. Now the suits are being filed against therapists. Repressed-memory therapy became popular in the 1980s, especially after 'The Courage to Heal,' a book on this therapy, was published in 1988. The False Memory Syndrome Foundation has tracked data on the issue.
